Adoption of Soil Erosion Control Practices in Southern Spain Olive Groves AgEcon

This paper presents results from a survey carried out in 2005 among 147 olive tree farmers from the Alto Genil River Basin in Southern Spain regarding the adoption of soil conservation and management practices. Olive tree groves in South-eastern Spain's mountainous areas are subject to a high risk of soil erosion and have to incur in high costs of soil conservation. This results in great difficulties to comply with cross-compliance and to benefit from agri-environmental schemes. The Common European Agricultural Policy (CAP) reform not only has an impact on agriculture but also has significant effects on nature and the environment. This is specifically caused by decoupling direct payments from agricultural production, which will increase the market orientation of agriculture and by implementing cross compliance. A number of key aspects promoting a future environment-friendly development of the CAP are suggested, based on an empirical analysis of the impact of this reform in eight German regions. Cross compliance has been introduced in the EU partly to improve compliance with pre-existing EU legislation in the Member States. Considerable effort has been put into implementing this instrument and the corresponding control systems. This presents an opportunity to assess factors for an efficient enforcement of standards and discuss these with regard to cross compliance. The paper characterizes the enforcement system connected with cross compliance in the EU and implications of interactions with the national control systems for specialized legislation. Beef and pig production are important sectors affected by the cross-compliance policy. Full compliance with SMRs and GAECs generates costs and benefits which may have an impact on the competitiveness of these sectors on the world market. Compliance with the Nitrate Directive, animal identification and registration requirements and animal welfare standards can give rise to non-negligible cost of production increases at individual farm level and at sector level. The 2003 review of the Common Agricultural Policy (CAP) has introduced several new policy tools, among which cross-compliance. The introduction of this new policy entails production costs, along with other types of costs arising at the farm level: administrative, information, organisational costs, called transaction costs. Participation, compliance and synergies at the farm level between the single payments scheme and farm certification labels AgEcon

Most European farmers receive direct payments under the Single Payment Scheme and in addition, are member of farm certification schemes. Incentives to participate in these schemes are manifold: farm requirements often at least partially overlap, farm structure allows rather easy compliance, but also low monitoring intensities, detection rates, or sanctions may contribute to “free ride” on participation. The paper develops a theoretical model that explains farmer’s joint compliance behaviour and determinants of participation and tests the model using individual farm survey data.
